Description: The ideal candidate will have experience in regulatory and environmental compliance, planning and issue managment. Responsibilities:
The Regulatory Specialist will be responsible for providing regulatory planning, permitting and compliance support to the MCBU which may include Permian, Rockies, Panhandle, Anadarko or Barnett Shale assets. The regulatory support consists of securing operating permits & sundry reports, APD's, completion & workover requests/approvals, surface and down-hole commingling permits, authority approvals to transport production, non-standard location requests, down-hole area designations, permits for secondary and tertiary recovery projects, tax credits and incentives, UIC permits and compliance, pipeline R-O-W permits, NOI's and subsequent reporting pertinent to well-site production equipment/volumes, approvals for P&A, approvals for interim and final reclamation as well as associated monitoring, and rectifying NOVs/INCs. This position works closely with Development, Drilling and Completions, Production Engineering, Land, Right-of-Way, Operations, Field support, HSE, Government Affairs teams to ensure compliant development and operations in accordance with all applicable, local, tribal, state, and federal regulations. Responsibilities may include:
- Providing overall regulatory representation to the Mid-Continent Business Unit
- Participating in team project execution to ensure that all tasks related to environmental review/permitting at the local, state and federal levels are integrated into current project planning efforts, implemented, secured and in compliance
- Ensuring compliance with internal environmental and regulatory procedures (compliance assurance, operations excellence)
- Communicating effectively with team members, field personnel and agency representatives for sound coordination, planning and understanding of regulatory requirements
- Developing environmental contracting, regulatory, and permitting strategies and advise Regulatory Manager and business unit
- Maintaining and enhancing federal, state, and local agency relationships with specific emphasis on environmental review, permitting processes, environmental stewardship, surface management, as well as land access
- Maintaining consultation records between COP and external parties for use in future planning, environmental review, and permitting efforts
- Identifying and engaging specialized COP resources and stakeholders (HSE, PTRRC, Governmental Affairs, Drilling, etc), as needed, to participate in ongoing project planning efforts
- Preparing and presenting sessions on regulatory issues and processes to team members and other clients
- Managing consultants for well-site, access road, facilities, field-wide compliance and survey requirements including archaeological, biological, and all NEPA requirements
- Participating in Regulatory and HSE auditing and the MCBU Knowledge Network
- Coordinating the collection of and analyzing regulatory metrics throughout the year
- Actively participating in regulatory and environmental assessments related to potential acquisitions and divestitures
Qualifications
Basic / Required:
- High school diploma/GED
- Minimum of three years experience:
In upstream or midstream sector of the oil and gas industry, -or-
Working with regulatory agencies and processes, -or-
In project management staff or lead role
- Proficient (ability to perform the skill with limited assistance) in Microsoft Office Products such as Word and Excel
- Ability to travel up to 15%
Preferred:
- Bachelor's in Environmental Sciences, Petroleum Technology, or Liberal Arts
- Previous experience working with Environmental Policy Act, Endangered Species Act, reclamation practices, and overall experience with Federal agencies
- Excellent communication skills, both written and verbal
- Excellent planning and organizational skills
- Must be logical and analytical with ability to understand big picture issues but work the details
- Highly motivated, self-starter
- Requires ability to work independently as well as be an effective team player
- Requires client and customer focus with frequent independent interaction internally and externally. Internally will liaise with many functions. Externally will liaise with government agencies and other project stakeholders
