Purpose:

 

The Manager- HSLP Suriname will lead the Suriname team in the delivery of quality HSLP leadership, system development and oversight.

 

The Manager is responsible for the implementation of sound systems and processes that drive continual performance and ongoing improvements in relation to Suriname Projects and Exploration efforts. The incumbent will also be responsible to train within an agreed timeframe a person with Surinamese nationality into the role and will have an exit strategy

 

Reporting to the Vice President- Suriname, the Manager- HSLP Suriname will ensure a high level of leadership support and oversight on the delivery of the Merian Project and associate Exploration opportunities within Suriname and the Guiana Shield. A matrix reporting relationship will be established with the Director Project HSLP.

Customer Service Dimensions:

 

 Introduce a complete Safety implementation Plan to set up a new country and potential sub-region which will include but shall not  be restricted to:

o Set up the elements and implementation plan to build a sustainable safety culture.

o Application of agreed NMC HSLP Standards through all phases of the project pipeline including execution and operational transition phase as well as for all exploration assets in the Guyana shield.

o Identification and application of innovative safety techniques and standards within a reasonable agreed timeframe.

 Introduce best global safety practices including the completion of an analysis of global lessons learned.

 The introduction of the Safety Behavioural principles using the Influencer Model.

 Communicate with project managers and supervisors to resolve any major project HSLP issues or disputes, and to interact with project technical representatives on items such as scopes of work, stage gate studies, risk management and personnel resourcing.

 Formally meet with the Vice President- Suriname, Project Director- Merian and the Director GenEx HSLP on a regular basis to provide ongoing direction, coaching, guidance and support as required.

 Guide, coach and support project development managers/supervisors in the implementation and ongoing management of Health, Safety and Loss Prevention practices.

 Regularly appraise the performance of projects to ensure ongoing compliance with NMC/Regional/D+D HSLP Standards, key performance indicators and Company core values.

 Regularly review own areas of responsibility with a view to continuously improving systems and processes, talent development, talent bench strength, risk management, system implementation.

 Ensure a solid HSLP project presence is maintained through all aspects of execution and project transition.

 Deliver a comprehensive Health Management strategy for the project, capturing all aspects of construction, execution, transition and operations.

 Provide the required oversight and leadership to ensure a robust level of medical services is provided within the project, exploration and administration regions of Suriname.

 

Key Accountabilities:

 

1. HSLP Leadership

The position will:

 Provide the Leadership to build a Safety Culture in a new operating district.
 Provide consistent application of the Newmont Safety Principles and demonstrate Health, Safety and Loss Prevention leadership in all areas.
 Participate and contribute to the safe working environment for all employees and contractors.
 Demonstrate solid HSLP leadership, model leadership behaviors and coach employees and contractors to improve HSLP performance and overall team effectiveness.
 Assist and coach other HSLP employees/contractors as required to achieve Health, Safety and Loss Prevention performance goals and objectives.
 Use multiple communication techniques and change management practices to implement the agreed upon plan.
 Will build long lasting relations within the safety team but also with all cross functional areas based on trust.

 


2. HSLP Involvement

 The position will:

 Communicate and involve all employees and contractors in understanding and application of our HSLP Values, Policy and Practices.
 Raising, discussing, and resolving of safety issues at regular meetings and in consultation with the respective project managers and Vice President- Suriname.
 Ensuring that all tendering and contract activities comply with the Company’s HSLP Policy and core values in relation to Health Safety and Loss Prevention.
 Participate in high loss/major injury investigations as the leader, facilitator or team member as requested by the Project Director- Merian and/or Vice President- Suriname.
 Engage in and promote increased field time and field exposure in effort to promote a positive culture of “Walking the Talk”.


3. HSLP Roles and Responsibilities

 The position will:

 Assign clear roles and responsibilities for all Newmont employees to identify measurable objectives that drive continuous improvement 
 Coach, guide and develop direct/indirect reports with an overall goal of long term retention.
 Ensure that personnel succession plans are in place and regularly reviewed in consultation with the respective project managers and the Vice President- Suriname.
 Ensure that direct/indirect reports are adequately trained in management systems, system reporting, risk management, roles, responsibilities and succession plans.
 Forecast HSLP manpower needs on a 3 and 12 months needs basis aligned with the construction schedule and operational transition requirements.

 

4. HSLP Systems

 The position will:

 Implement and maintain a One Newmont HSLP Management System that identifies, assesses and effectively controls HSLP risk to employees, contractors and potential risk to communities.
 Development of operational transition plans to ensure the smooth handover from construction to operations.
 Review and develop gap assessments of contractors HSLP management plans/processed to ensure that they meet or exceed the intent of the NMC HSLP Management Standards.
 Ensure agreed and understood HSLP Management processes are implemented prior to the commencement of activity.

 


5. HSLP Impacts

 The position will:

 Protect our people, continuous improvement processes, facilities and profits to distinguish Newmont as the most valued and respected mining company by its shareholders, employees and host communities.
 Ensure HSLP compliance and quality while identifying continual improvement opportunities and reporting the status of such to the Project Director- Merian and the Vice President- Suriname on a regular basis.
 Lead the application of risk management process/practice across all Suriname teams ensuring key risks have been identified, impact understood, controls identified and controls implemented.


6. HSLP Monitoring

 The position will:
 Periodically review the HSLP performance/compliance of all Newmont Projects through the use of internal and external sources. 
 Develop specific Project Management Key Performance Indicators (KPI’s) to ensure continual performance in all areas of Health Safety and Loss Prevention.
 Provide timely and accurate reporting of all project HSLP activities and impacts. This includes incident reporting, man-hour, statistical, risk management and system implementation reporting.
 Implement processes to monitor the ongoing performance and continual improvement of all areas of the Merian Project Development Team.

 

Key Performance Indicators
 
 Continual performance improvement in Health, Safety and Loss Prevention driving a culture of an injury free workplace.   
 HSLP Management system development, integration and compliance across all areas of the Project Development team.

 Talent Management, Talent Pipeline and Succession Plans in place for all HSLP personnel covering studies, construction and operational transition.


Constraints, Framework & Boundaries
 
 Matters requiring specialised contract, legal, risk or technical safety advice are to be referred to the respective Project Director and/or Vice President- Suriname and/or Director- Project HSLP.

 The Manager- Project HSLP (Suriname) shall actively lead the implementation of the HSLP Management standards/process. Accountability for compliance with the HSLP Management standards/process is with the responsible Project Manager and the Vice President- Suriname.

 An Escalation Process shall be developed to ensure that non-compliant activities/processes are communicated and actioned at an appropriate level.

 


Challenges:

 

The major challenge with this position is the requirement to implement a common HSLP Management System/Framework across all areas of opportunity in Suriname with a primary focus on the Merian Project. Success shall be achieved through open communication, understanding of requirements and monitoring of performance.

 

Working Conditions/Environment:

 

To work the hours reasonably required to successfully perform in the role.

Significant Field and Project site time will be a requirement of this position.

 

Qualifications

 

Skills, Knowledge & Experience:

 

 A BS Degree in Health and Safety/Engineering/Risk Management or equivalent.
 Minimum 7-10 years HSLP experience in areas such as operations, construction, underground, exploration drilling, industrial process.
 Minimum 3 years experience working in developing countries.
 Thorough understanding of Health Safety and Loss Prevention and the relationship with leadership, continual improvement and business excellence.
 Experience in the implementation of sound Health Safety and Loss Prevention practices within newly established project teams.
 Sound PC skills and computer literacy with respect to MS Office Suite Products.
 Understanding of the Supply Chain and Contract process and the ability to incorporate HSLP requirements into these functions.
